DEPARTMENT OVERVIEW

MISSION STATEMENT

To achieve excellence in Public Service by providing economical, responsive and effective professional engineering and construction supervisory services  implementing Workforce Values within the program seeking efficiency and positive reinforcement on behalf of the Pueblo of Laguna Tribal Government.

SCOPE OF WORK

The department program provides Engineering and Construction Management services that generally support the Government, Villages, POL Departments and Tribal Entities with consultation, technical services, design, research, project development and quality assurance.  The program’s projects and tasks include, but are not limited to:

• Federally Funded Road and Bridge Projects under 93-638 contract with BIA
• Implementation and completion of Tribal Capital Improvement Plan Projects
• Department program administration
• Consultation
• Recommendations
• Project development
• Design
• Project and Construction management
• Community service requests

The program also supports continual efforts in comprehensive planning with infrastructure improvements through the Infrastructure Capital Improvement Program (ICIP), capital asset maintenance and improvements as assigned through the Tribal Capital Improvement Program, and Transportation Planning to include the POL Transportation Improvement Plan.

CUSTOMER SERVICE

The Engineering Program values professionalism and good customer service in the work place and shall exhibit this at all time.  Employees in the program shall, to the greatest extent possible, maintain this aptitude in dealing with those being served. All conduct shall be exhibited in this manner to those who seek assistance from the program.

Management of Calls for Assistance

Managing calls for service is basically receiving the call, evaluating the nature of the need or request and providing recommendations to the caller.  Should there be a need to continue more dialogue, appointments should be made.

• Appointments should be verified with the Department Administrative Assistant prior to final commitment to the person requesting assistance.

The department has an open door policy, receiving, assisting the tribal administration, tribal programs and the general membership as requested.  All employees are required to provide professional public relations, including phone calls.

The response time on most requests for service is based on the type of service and the nature of the request.  It is common that services requested of the department vary in several areas of engineering, construction and consultation.

Should the service request become more complex or require more research, the requestor is scheduled with a follow-up meeting(s) to develop a final report to satisfy the extent of the request.

Department Restrictions

Activities that involve other departments or other programs are completed in a cooperative effort to complete and explore unknown variables such as subsurface soil investigations, water or sewer main locates or other activities.  This effort is coordinated with the appropriate department heads and through an understanding that other departments, programs, or foremen are not under the supervision of the Tribal Engineering Department.  The department heads or program directors are solely responsible for the scheduling, manpower, equipment usage and other elements required attaining the desired information.
